Oyo Govt Partners MAN to Boost Compliance with Haulage Fee Regulations



The Oyo State Government has intensified its efforts to improve compliance with haulage fee regulations through a renewed partnership with the Manufacturers Association of Nigeria (MAN). The move is aimed at boosting revenue, strengthening industrial collaboration, and supporting small-scale businesses across the state.

The initiative was unveiled during a courtesy visit by a delegation from the Ministry of Investment, Trade, Cooperatives and Industry to the MAN Secretariat in Jericho, Ibadan.

Speaking during the visit, the Commissioner for Investment, Trade, Cooperatives and Industry, Hon. Adeniyi Adebisi—represented by the Permanent Secretary of the Ministry, Mr. Olajide Okesade—said the partnership seeks to foster structured revenue reforms and sustainable industrial development in Oyo State.

He reiterated the commitment of Governor Seyi Makinde's administration to creating a resilient industrial ecosystem through infrastructural development, strategic partnerships, and robust support for Micro, Small and Medium Enterprises (MSMEs).

Highlighting the administration’s achievements, the Commissioner pointed to major infrastructural upgrades, including improved road networks and ongoing expansion work at the Ibadan Airport, which are geared toward positioning the state as an investment destination of choice.

The state government also emphasized its focus on enhancing value-added products such as Gari Oyo and turmeric, making them viable for export markets. Adebisi called on MAN to assist in identifying producers involved in these initiatives, noting that the government is ready to provide sponsorship and support.

He further disclosed that Oyo State is already collaborating with the Nigerian Export Promotion Council (NEPC) and invited MAN to join the alliance to unlock greater export opportunities.

On taxation and factory operations, Adebisi assured manufacturers of the government’s readiness to engage in fair, inclusive tax dialogue. He also called for the provision of accurate data by manufacturers to aid direct communication with stakeholders and revealed that an Industrial Crisis Management Committee has been established to address worker welfare issues in industries.

In response, Mr. Sebastine Shuiabu, who represented the MAN Chairman for Oyo, Osun, Ondo, and Ekiti States, Dr. Samuel Olawoyin, commended the state government’s industrial vision while calling for balanced policies that promote growth and stability.

Also speaking, MAN’s Executive Secretary, Mr. Nanzing Rimdan, pledged the association’s support in addressing infrastructure, regulatory, and financial challenges confronting manufacturers.

In a related development, the ministry's team also visited industrial facilities in the New Garage area of Ibadan to sensitize stakeholders on the haulage fee policy.

According to the ministry, the haulage fee—which applies to the loading and offloading of finished manufactured goods by articulated vehicles—ranges from ₦400 to ₦6,500 depending on the type of vehicle used. Though the fee has been in place since the early 2000s, enforcement has been weak.

Officials clarified that the levy is a legitimate revenue source, not a burden, and contributes to the state’s development. Companies were encouraged to inform customers using their own trucks of the mandatory payment.

The ministry disclosed that following this round of stakeholder engagement, it has secured necessary clearances to commence full enforcement of the haulage fee regime.

The sensitization exercise involved representatives from the Oyo State Board of Internal Revenue, Oyo State Road Transport Management Authority (OYRTMA), industry consultants, and other stakeholders.

The renewed engagement marks a significant step in aligning private sector cooperation with the state’s economic and revenue policies.
