The Governor of Delta State, Rt. Hon. (Elder) Sheriff F.O. Oborevwori, has approved the appointment of two key agency heads to strengthen governance and sector-specific oversight in the state.
Chief Kakor Stanley Ese (also referred to as Olorogun Ese Kakor in some reports) has been appointed as the Director-General of the Delta State Local Content Agency. This agency plays a crucial role in promoting local participation in economic activities, particularly in sectors like oil and gas, infrastructure, and other industries, by prioritizing Delta indigenes and businesses in contracts, employment, and capacity building.
Mr. Okoh Sabastine (also spelled Sebastine Okoh or Sabastine Okoh Edokpolo in public tributes) has been appointed as the Managing Director of the Delta State Structure for Signage and Advertisement Agency (often abbreviated as DESSAA). The agency is responsible for regulating outdoor advertising, signage standards, billboards, and related structures across the state, ensuring compliance with aesthetic, safety, and environmental guidelines while generating revenue through permits and enforcement.
The appointments were conveyed in an official statement signed by the Secretary to the State Government (SSG), Dr. Kingsley Eze Emu. The statement confirms that the swearing-in ceremony and formal inauguration of the new appointees will take place on Thursday, February 19, 2026, at Unity Hall, Government House, Asaba, commencing at 10:00 a.m.
All appointees, their families, invited guests, and other stakeholders are expected to be seated by 9:30 a.m. to ensure a smooth and punctual proceeding.
These appointments follow the standard process in Delta State, which typically involves nomination by the Governor, screening and confirmation by the Delta State House of Assembly (DTHA), and subsequent formal inauguration. Public records indicate that the Delta State House of Assembly screened and confirmed both nominees during its plenary session on Wednesday, February 4, 2026. The confirmation of Chief Kakor Stanley Ese as DG of the Local Content Agency and Mr. Okoh Sebastine as MD of the Signage and Advertisement Agency was announced via official channels, including the DTHA's verified social media platforms.
The nominations had earlier been forwarded to the Assembly by Governor Oborevwori, with the request for Chief Kakor's appointment read during a plenary session on Tuesday, January 27, 2026.
The appointments have attracted widespread commendations from political associates, community leaders, and support groups. For Chief Kakor Stanley Ese, various socio-political groups and individuals have praised the decision as a strategic move to advance the Oborevwori administration's agenda of grassroots economic empowerment, local content promotion, and job creation for Delta indigenes.
Similarly, Mr. Okoh Sabastine’s appointment has been hailed, particularly noting his background as an experienced advertising practitioner and convener of community initiatives such as the 'Ika Carnival'. Tributes describe him as an “advertising guru” whose expertise is expected to bring professionalism, innovation, and effective regulation to the signage and outdoor advertising sector in Delta State.
These latest appointments align with Governor Oborevwori's ongoing efforts to reposition state agencies for greater efficiency, accountability, and service delivery under his MORE Agenda (Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security). By filling critical leadership positions, the administration continues to build a robust framework for economic diversification, regulatory oversight, and inclusive growth across Delta State.
The swearing-in event on February 19, 2026, is anticipated to draw dignitaries, family members, and well-wishers from across the state, marking a formal commencement of the appointees' tenures in their respective roles.
