Vladimir Putin on Monday signed a law prohibiting the deportation of foreign nationals who have served in the Russian Armed Forces, amid the ongoing war with Ukraine.
The legislation, published on Russia’s official legal acts portal, bars administrative expulsion for these individuals. Instead, it introduces alternative penalties, including fines or compulsory labor ranging from 100 to 200 hours.
The law also outlines rules for cases involving violations of conduct at sporting events. Foreign service members found in breach may be banned from attending sports venues for periods ranging from one to seven years.
Officials said the law aims to protect foreign volunteers and contract soldiers who have contributed to military service, while still enforcing behavioral standards in public spaces.
Analysts note that the legislation represents an effort by Moscow to encourage continued participation of foreign nationals in its armed forces by providing legal security against deportation, even amid the prolonged conflict in Ukraine.
