The Governor of Edo State, Senator Monday Okpebholo, has approved a minor cabinet reshuffle involving the redeployment of the Commissioner for Works, Hon. (Dr.) Felix Ehiguese Akhabue, to the Ministry of Water Resources, in a move aimed at strengthening governance coordination and enhancing service delivery across critical sectors of the state’s administration.
The development was formally announced on Monday through an official statement issued by the Secretary to the State Government (SSG), Umar Ikhilor, who disclosed that the redeployment takes immediate effect.
According to the statement, the decision forms part of ongoing administrative adjustments designed to reposition ministries for improved efficiency and ensure that government priorities align with the developmental agenda of the current administration.
The statement read in part: “The Edo State Government wishes to inform the general public that the Executive Governor of Edo State, His Excellency, Senator Monday Okpebholo, has approved the redeployment of the Commissioner for Works, Hon. (Dr.) Felix Ehiguese Akhabue, from the Ministry of Works to the Ministry of Water Resources.”
It further clarified that following the redeployment, the Permanent Secretary of the Ministry of Works has been directed to immediately assume administrative oversight of the ministry pending the appointment and deployment of a new commissioner.
“Consequently, the Permanent Secretary of the Ministry of Works is to take over pending the deployment of a new Commissioner to the Ministry. This directive takes immediate effect,” the statement added.
Observers view the reshuffle as part of Governor Okpebholo’s broader effort to recalibrate his cabinet structure and reinforce performance across key sectors, particularly infrastructure and water resource management, which remain central to Edo State’s development strategy.
Although described as a minor reshuffle, the redeployment signals a strategic administrative shift, especially considering the importance of both ministries in the state’s socio-economic growth framework. The Ministry of Works plays a pivotal role in road construction, maintenance of public infrastructure, and execution of capital projects, while the Ministry of Water Resources is responsible for water supply systems, sanitation initiatives, and sustainable management of water infrastructure.
Government sources indicated that the reassignment is not punitive but rather a redeployment intended to utilize experience where it is most needed, reflecting the governor’s emphasis on performance-driven governance.
The Ministry of Water Resources has recently gained increased attention amid growing concerns over access to potable water in several communities across Edo State. Rural and semi-urban areas have continued to demand improved water supply systems, rehabilitation of existing facilities, and expansion of water distribution networks.
Analysts suggest that the redeployment of Dr. Akhabue, who previously oversaw infrastructure-related projects at the Ministry of Works, may bring technical expertise and administrative experience to ongoing water sector reforms. The move is expected to accelerate projects aimed at improving water accessibility, addressing urban water shortages, and enhancing sanitation standards in line with public health objectives.
In the interim, the Permanent Secretary’s appointment as overseer ensures continuity in the operations of the Ministry of Works. Civil service leadership within ministries often plays a stabilizing role during transitions, maintaining project supervision and administrative coordination until political leadership appointments are finalized.
Officials familiar with the ministry’s operations noted that several ongoing infrastructure projects—including road rehabilitation and maintenance initiatives—are expected to continue uninterrupted under the supervision of the Permanent Secretary.
The state government has not yet announced when a substantive commissioner for the Ministry of Works will be appointed, but indications suggest that consultations are ongoing.
Cabinet reshuffles are a common feature of governance aimed at improving efficiency, rewarding performance, or addressing emerging priorities. Since assuming office, Governor Okpebholo has repeatedly emphasized accountability, results-oriented leadership, and responsiveness to citizens’ needs.
Political analysts believe the redeployment may also reflect the administration’s intention to strengthen sectors directly impacting everyday living conditions, such as water supply, sanitation, and environmental sustainability.
The timing of the reshuffle comes as state governments across Nigeria increasingly prioritize infrastructure resilience and resource management amid rapid urbanization and population growth pressures.
While public reactions remain measured, stakeholders have expressed optimism that the administrative adjustment could translate into improved service delivery, particularly in communities facing water supply challenges.
Civil society groups and development advocates have long called for sustained investment in water infrastructure, noting its direct link to healthcare outcomes, economic productivity, and overall quality of life.
Residents in some parts of Edo State have also urged the government to prioritize maintenance of existing water schemes alongside the construction of new facilities, emphasizing that functionality and sustainability are key to long-term impact.
As Dr. Akhabue assumes his new responsibilities at the Ministry of Water Resources, attention will likely focus on how quickly the ministry advances ongoing projects and introduces new initiatives to address water accessibility challenges across the state. The expected appointment of a new Commissioner for Works is also anticipated to further define the administration’s infrastructure agenda in the coming months, as Governor Okpebholo continues efforts to strengthen governance structures and deliver on developmental promises to the people of Edo State.
