Addressing the 81st session of the General Assembly, Martin stated that the international legal framework is currently under tremendous strain, framing the widespread denial of fundamental human rights as one of the defining global challenges of the modern era. While acknowledging the initial phase of the diplomatic peace framework established between Israel and Hamas last October, the Irish leader noted that the agreement has failed to fundamentally improve conditions on the ground, pointing to ongoing airstrikes, persistent blockades on humanitarian relief, and continued civilian casualties. He emphasized that once the full scale of documentation, testimony, and evidence regarding the conflict is fully exposed, the resulting revelations will bring collective shame to the international community.
Condemnation of West Bank Settlement Expansion and Opposition to Two-State Framework
The prime minister sharply criticized the accelerated development of illegal Israeli settlements across the occupied West Bank, describing the expansion as a deliberate effort to make a viable, sovereign Palestinian state physically impossible.
Martin asserted that the erosion of a two-state outcome is not an unintended consequence but reflects explicit policy objectives, citing public statements from Israeli Prime Minister Benjamin Netanyahu opposing Palestinian statehood alongside recent government authorizations for construction projects in the sensitive E1 corridor of the West Bank. The Irish leader characterized the displacement of Palestinian communities and the destruction of local infrastructure in the territory as severe violations of international law, urging member states to enforce trade restrictions on settlement-produced goods to counter the expansion.
Reaffirmation of International Judicial Independence and Institutional Accountability
Concluding his address, Martin reaffirmed Ireland's complete support for the International Criminal Court, stressing that international legal mechanisms must operate without political interference to ensure accountability for war crimes.
He called for the immediate withdrawal of punitive measures and political threats aimed at undermining the court's judicial independence or restricting its prosecutors. In broader regional remarks, the Taoiseach urged an immediate cease-fire, the unconditional release of all hostages, and the full restoration of humanitarian access to Gaza, while calling on Iran to halt regional military escalations and maritime disruptions in critical trade corridors like the Strait of Hormuz.
