In a landmark decision for Delta State's education sector, Governor Sheriff Oborevwori has approved the appointment of Mrs. Eruvwu Juliet Eghene-Ezefili as the Functioning Secretary of the Delta State Universal Basic Education Board (SUBEB). This appointment represents a dual milestone in the board’s history, as Eghene-Ezefili becomes the first woman to hold the position and the first internal staff member to rise through the ranks to lead the board’s administration.
The announcement was formalized via a letter from the Office of the Head of Service, dated May 6, 2026. Signed by the Head of Service, Dr. (Mrs.) M. I. Oseji, the directive confirmed that the appointment took retrospective effect from April 30, 2026.
Mrs. Eghene-Ezefili’s elevation is widely viewed as a victory for professional meritocracy. With a career spanning over 30 years, she is a veteran of educational administration and public sector governance. She first joined Delta SUBEB in 2001 as an Administrative Officer and spent over two decades navigating the board’s internal structures. Prior to her new appointment, she served as the Director of Teacher Professional Development since 2019.
Her professional journey began in the mid-1990s as a science teacher and administrator in Benin City, followed by a tenure at the College of Education, Ekiadolor. Her deep-rooted understanding of the Delta State education system is complemented by an extensive academic background. Eghene-Ezefili holds a B.Sc. Ed. in Chemistry Education from Delta State University, Abraka, and two Master’s degrees from the University of Benin in Public Administration and Industrial Chemistry. She also earned a Master of Arts in Education Leadership, Management, and Change from Middlesex University in London, United Kingdom.
The new SUBEB Secretary is expected to bring a global perspective to basic education in Delta State. Her resume includes participation in prestigious international training programs, including science education intensives at Naruto University of Education in Japan and the SEAMEO RECSAM in Penang, Malaysia. She has also been at the forefront of the Strengthening Mathematics and Science Education (SMASE) initiative in Nigeria, a background that stakeholders believe will be instrumental in advancing the Governor’s M.O.R.E. agenda within the state's primary and junior secondary schools.
Outside of her civil service career, Eghene-Ezefili is a prominent figure in the humanitarian sector. A past President of the Rotary Club of Asaba GRA, she was recently named Assistant Governor Designate for Rotary International District 9141 for the 2026/2027 year. Her efforts in community service and functional education have earned her numerous accolades, including the 2023 Beacon of Excellence Award.
The appointment has been met with widespread acclaim from educators and public service advocates. Analysts suggest that by choosing a secretary who rose through the board's own ranks, Governor Oborevwori has sent a strong signal of encouragement to the state’s civil service.
