Japan Orders X, Google, and Three Major Online Platforms to Overhaul Content Moderation Transparency Frameworks

 



Japan’s Ministry of Internal Affairs and Communications has issued corrective recommendations ordering the operators of five major digital platforms, including international technology companies X Corp. and Google LLC, to rebuild their public transparency reporting systems. The regulatory intervention was announced following a government review that determined the platforms failed to meet statutory reporting standards regarding how they monitor, handle, and remove harmful or malicious online content.

The corrective administrative measure applies to five designated operators under the country's platform governance laws. In addition to X Corp. and Google LLC, the targeted entities include US-based Meta Platforms Inc., local media enterprise Dwango Co. (operator of the video-sharing site Niconico), and Shonan Seibu Home Co., which operates the popular anonymous online bulletin board bakusai.com.

The regulatory action was executed under the Information Distribution Platform Act, a law that came into force in April last year to strengthen public accountability across major digital spaces. Under the statutory framework, large online platforms are required to establish transparent content moderation procedures, implement swift processing channels for removal requests concerning illegal or harmful content, and submit comprehensive annual reports detailing their enforcement practices.

Government officials evaluated the transparency reports published by these companies for fiscal 2025, which were required to be submitted by the end of May. Following a detailed scrutiny of the filings, the ministry concluded that the disclosures were incomplete and fell short of the specific reporting criteria established in the relevant ministerial ordinance. The regulator noted that the submissions lacked sufficient detail regarding internal moderation metrics, handling protocols, and operational workflows used to address illegal posts.

Addressing reporters at a press conference in Tokyo, Communications Minister Yoshimasa Hayashi emphasized the necessity of strict compliance, stating that appropriate action must be taken in light of the official findings. Minister Hayashi noted that the ministry will maintain direct communication with the management teams of the affected companies to ensure steady and verifiable progress toward implementing the required corrective measures.

The corrective recommendations represent a formal preliminary warning under Japan’s digital oversight regime. Should any of the designated platform operators fail to comply with the government's recommendations without valid legal grounds, the Ministry of Internal Affairs and Communications possesses the authority to issue binding corrective orders. Under the governing legislation, non-compliance with subsequent formal orders can carry criminal penalties, including potential fines or operational restrictions.

The regulatory enforcement highlights growing global scrutiny over digital platform accountability, content moderation standards, and corporate transparency. By enforcing reporting compliance across both global tech giants and domestic platform operators, Japanese regulators aim to establish clearer public oversight over algorithmic feed management, user reporting mechanisms, and the removal of dangerous or unlawful digital material. The designated companies are expected to revise their disclosure frameworks and submit updated compliance plans to the ministry to align with the country's statutory standards.
