New Zealand and Papua New Guinea Sign Security Pact Amid Escalating Regional Strategic Competition

New Zealand and Papua New Guinea have formally entered into a major defense cooperation agreement in Port Moresby, establishing a comprehensive operational framework to expand bilateral security dialogue, joint military exercises, specialized personnel exchanges, and regional defense training. The accord was signed during an official ceremony at the New Zealand High Commission by New Zealand Defense Minister Chris Penk and Papua New Guinea Defense Minister Elias Kapavore. Formally designated as the Statement of Intent on Defense Cooperation 2026–2029, the strategic roadmap represents a deliberate effort by Wellington and Port Moresby to fortify traditional security partnerships across the Southwest Pacific at a time marked by intensified global geopolitical rivalry, regional maritime uncertainty, and expanding international interest in the Pacific Islands.

Addressing delegates and media representatives following the signing, New Zealand Defense Minister Chris Penk emphasized that close bilateral security cooperation among neighboring Pacific states has become essential due to the evolving global security landscape. Penk highlighted that Pacific nations remain significantly stronger and more resilient when coordinating directly on shared security challenges, including maritime domain awareness, disaster relief readiness, illegal fishing, and regional stability. He noted that the new agreement directly reinforces the existing New Zealand-Papua New Guinea Statement of Partnership 2025–2029, which was established the previous year to consolidate economic, development, and defense ties. Papua New Guinea Defense Minister Elias Kapavore welcomed the signed agreement as a milestone in bilateral relations, hailing the accord as the beginning of a revitalized era of security cooperation that will enhance the operational capacity of the Papua New Guinea Defence Force through specialized technical training, officer exchanges, and structural capacity building.

Beyond defense discussions, Minister Penk’s visit to Port Moresby coincided with high-level multilateral meetings, including the Pacific Islands Forum Information and Communications Technology Ministers Meeting. During these engagements, Penk reiterated New Zealand's focus on supporting Pacific digital transformation, strengthening regional cybersecurity infrastructure, and building resilient communication networks capable of withstanding both cyber threats and natural disasters. He noted that maintaining robust digital infrastructure is intrinsically linked to broader regional security and economic development, affirming that Wellington intends to remain a proactive, constructive partner as New Zealand prepares to host the Pacific Islands Forum in 2027.

The bilateral pact comes amid a coordinated push by Western-aligned partners—including New Zealand, Australia, and the United States—to deepen military and policing ties with Pacific Island governments. In recent years, Washington signed a landmark defense cooperation agreement with Papua New Guinea granting American forces enhanced access to dual-use infrastructure and training facilities. Concurrently, Australia has expanded its security portfolio across the region, securing bilateral defense treaties with Papua New Guinea and Vanuatu while establishing the Ocean of Peace Alliance with Fiji.
