France and Gabon Deepen Strategic Ties as President Oligui Nguema Visits Paris

 


French President Emmanuel Macron welcomed Gabonese President Brice Clotaire Oligui Nguema at the Elysee Palace in Paris on Monday, marking a significant milestone in efforts to reshape and strengthen bilateral political, economic, and security ties. The high-level encounter formed part of an official state visit by the Gabonese leader, who arrived leading a delegation of government officials, business executives, and institutional representatives. The bilateral meeting provided an opportunity for both heads of state to evaluate progress on key agreements signed during Macron's previous visit to Libreville in late 2025 and to lay out a forward-looking framework for economic cooperation and industrial development.

During the summit at the Elysee Palace, senior French and Gabonese officials signed a series of bilateral cooperation agreements designed to support economic modernization, infrastructure development, and institutional reforms across Gabon. Although authorities did not immediately disclose the full operational details of every individual accord, the signed documents build upon ongoing joint initiatives that cover vital public sectors including environmental preservation, municipal infrastructure, urban water management, and transport networks. French development funding, alongside European Union partnerships, continues to target critical projects in Gabon, including the modernization of the national railway infrastructure, which is considered essential for moving raw materials and boosting internal commerce.

A central focus of the diplomatic talks involved raw material processing and value addition, particularly within Gabon's valuable mining sector. The French metals and mining group Eramet, operating in Gabon through its major subsidiary Comilog, formally announced the execution of a memorandum of understanding with the Gabonese government. The agreement sets out a joint industrial roadmap aimed at expanding local manganese processing capabilities within Gabonese borders. Gabon ranks among the top global producers of high-grade manganese ore, and the new strategic agreement reflects Libreville's push to shift away from raw resource exports toward domestic industrialization, localized processing, downstream production, and sustainable job creation for local workers.

The bilateral discussions also touched upon evolving regional security dynamics and the restructuring of the French military footprint in Central Africa. As part of a broader reorientation of its military presence across the African continent, France has significantly scaled down its troop presence at Camp De Gaulle in Libreville, reducing its permanent deployment from approximately twelve hundred soldiers to roughly one hundred personnel. Future defense collaboration between Paris and Libreville is set to emphasize specialized training programs, joint military exercises, equipment procurement, and ecological protection initiatives, including the establishment of an academy dedicated to combating poaching and illegal gold mining in the Congo Basin.

Ahead of the state visit, Gabonese presidency spokesperson Theophane Nzame-Nze Biyoghe highlighted that the talks would allow both governments to maintain momentum on commitments made during President Macron's trip to Gabon in November 2025. The Paris visit represents Oligui Nguema's second official trip to France since assuming power following the August 2023 transition. While France remains Gabon's primary diplomatic partner and a major economic investor hosting dozens of active corporate subsidiaries, the Gabonese government has simultaneously pursued a broader foreign policy strategy, expanding trade ties with nations such as China, India, and Turkey. Nevertheless, the successful conclusion of new agreements in Paris underlines a shared commitment to building a transparent and mutually beneficial partnership moving forward.
